The Launch of National Key 863 Project

—The core technology and products of high precision light aerial remote sensing system

 

On July 24th, 2009, the national key 863 project of “the ground observation and navigation” in the “core technology and products of high precision light aerial remote sensing system” was launched in State Bureau of Surveying & Mapping of China. The leaders and experts of 863 ground observation and navigation office, project commitment of State Bureau of Surveying & Mapping of China, Beijing University of Aeronautics and Astronautics, Optoelectronics Research Institute of Chinese Academy of Sciences, Beijing Geo Vision Technology Company Limited, Chinese Mapping Remote Sensing Technology Company Limited, Chinese Forestry University and Beijing Agricultural College joined the session.

 

“The core technology and products of high precision light aerial remote sensing system” is the key project in national 863 “the ground observation and navigation”. Due to the desperate need of the development of high resolution to ground observation and navigation for high precision light aerial remote sensing technology, with the combination of the large scale survey, emergency response to the natural disaster, the breakthrough of the core technology, such as the light aerial remote sensing loading, high precision POS, inertial stabilized platform, it develops four key products, which are high precision light combination wide-angle digital camera, light laser imaging radar, high precision and smaller POS and stabilized platform. In order to build a new light aerial remote sensing system which can meet the need of 1:500 scale mapping accuracy, with independent intellectual property rights, combined with large-scale mapping, remote sensing for disaster reduction and emergency response monitoring, forest precision measurement needs, this product will be applied widely, which can promote the development of the high precision small scale aerial remote sensing industry.

 

This project is led by State Bureau of Surveying & Mapping of China, undertook by 10 companies, such as project Beijing University of Aeronautics and Astronautics, Beijing Geo-Vision Technology Company Limited, Chinese Mapping Remote Sensing Technology Company Limited, etc. The fellow Zhuo Jianzhang of the State Bureau of Surveying & Mapping of China is the Project Leader, while academician Liu Xianlin the General Counsel. The session was chaired by Yan Qin, the division chief of the Science and Technology Agency of the State Bureau of Surveying & Mapping of China. Academician Zhang Jixian made the first speech. He said that it was the first 863 ground observation and navigation project led by our institute, therefore, State Bureau of Surveying & Mapping of China will fully support the project to complete all the tasks. With the cooperation of other companies and institutions, we should complete the project on time. Then, Fellow Zhuo Jianzhang briefed the general background, important sense, processing, technical difficulties, and achievements of the project. Academician Liu Xianlin made a vivid speech on the theme—The Expectation to All Researchers—With Down to Earth Spirit. He encouraged researchers work with all effort. He said that we should make full preparation when time was limited, to complete the project task on time with good quality. All the participants were influenced by the speech. Five persons in charge made it clear that they would complete the project with full enthusiasm and great efforts. All the experts and leaders would pay their attentions to the development of the project.The Deputy Director of the ground observation and navigation office and the national remote sensing center Jin Yiming and the Deputy Direct of the State Bureau of Surveying & Mapping of China made their speech respectively. They made higher demand and important instructions. The Deputy Director Jin stressed the need to ensure the smooth implementation of the project and the importance of cooperation and innovation, to gather a shrewd, efficient, high level first class team, to form a high level application 
system, and demonstrate the remarkable results. Deputy Direct Li believed that this project was practical, which had many difficulties and innovations. He thought that based on the independent innovation, guided by the Academician Liu’s spirit of seeking truth and being pragmatic, the high level results should be displayed with down to earth spirit. At the beginning of the project, it was important to make the design practical, to ensure the achievement can be applied quickly in practice. The project teams should cooperate with each other, and the leaders should take their responsibility to make sure that the project went well. The session of “the core technology and products of high precision light aerial remote sensing system” is short but profound. It is the historical landmark in development of the project, which spurs the researchers to work with great enthusiasm.
